The Saudi Water Partnership Company (SWPC) was established pursuant to Economic and Development Council Decision No. (23/5) dated 23/03/1423H, as a limited liability company in 2003, with a 50% ownership share by each of the Saline Water Conversion Corporation (SWCC) and the Saudi Electricity Company (SEC). The company was created to purchase water and electricity from private projects and sell water to the Saline Water Conversion Corporation and the National Water Company, and electricity to the Saudi Electricity Company.
On 05/08/1438H, the Council of Ministers issued Resolution No. (494), expanding the scope of the company’s role as the main water off-taker to include the purchase of desalinated, treated, untreated, and purified water, in addition to cogeneration output. The Ministry of Finance was directed to provide the necessary credit support to the company to enable it to sign long-term purchase agreements in accordance with the principles set out in Cabinet Resolution No. (181) dated 09/06/1425H, and under the terms and conditions determined by the Minister of Finance. As a result, full ownership of the company was transferred to the Ministry of Finance.
